DETAILS ON COUNTY DISASTER DECLARATION PROGRAMS

Certain counties in and around Minnesota’s Seventh District have been designated by FEMA or USDA as eligible for disaster assistance. The following is a detailed list of who is eligible and where to call for information.

Presidential Disaster Declaration #1283 (FEMA)

  • Severe weather, high winds and flooding
  • Incident period – damage must have occurred between July 4 and August 2, 1999
  • Type of assistance: Individual Assistance, Public Assistance and Hazard Mitigation


    • Presidential Disaster Declaration #1288 (FEMA)

  • Severe ice storms, flooding and heavy rains
  • Incident period – damage must have occurred between March 1 and May 30, 1999
  • Type of assistance: Public Assistance and Hazard Mitigation


    • Agriculture Disaster Declaration (USDA announced September 16, 1999)

  • Heavy snowfall, excessive rainfall, flooding and hailstorms
  • Incident period – April 1, 1999 and continuing
  • Assistance available to family-size farm operators eligible to be considered for low-interest emergency loans from the Farm Service Agency
  • Assistance from the Small Business Administration will be available in the coming weeks for non-farm businesses eligible to be considered for Economic Injury Disaster loans
  • Contiguous counties also eligible but not in the Seventh District include Koochiching, Cass, Itasca and St. Louis


    • BELTRAMI COUNTY: FEMA declaration #1283 and USDA declaration made 9/16/99.

  • Assistance available: Individual, public and hazard mitigation from FEMA
  • SBA loans for physical loss – application deadline: September 25,1999
  • SBA loans for Economic Injury – application deadline: April 28, 2000
  • USDA Disaster Assistance includes loans to farmers from FSA for April 1 and continuing and SBA Economic Injury for non-farm businesses (SBA will announce in coming weeks)


    • CLEARWATER COUNTY: FEMA declaration #1283 (contiguous county) and USDA declaration made 9/16/99

  • SBA loans for Economic Injury – application deadline: April 28, 2000
  • USDA Disaster Assistance includes loans to farmers from FSA for April 1 and continuing and SBA Economic Injury for non-farm businesses (SBA will announce in coming weeks)


    • CLAY COUNTY: FEMA declaration #1283

  • Public Assistance to Local Units of Government
  • Clay County is contiguous to a North Dakota declaration and have SBA Economic Injury loans available until September 21, 1999


    • HUBBARD COUNTY: FEMA declaration #1283 and USDA declaration made 9/16/99 (contiguous county)

  • Assistance available: Public assistance for Local Units of Government
  • SBA loans for Economic Injury – application deadline: April 28, 2000
  • USDA Disaster Assistance includes loans to farmers from FSA for April 1 and continuing and SBA Economic Injury loans will be available under a separate incidence period soon, however applications can be made through above designation now


    • KITTSON COUNTY: FEMA declaration #1288 and USDA declaration made on 9/16/99

  • FEMA Public Assistance to Local Units of Government
  • Because Kittson County is contiguous to a North Dakota declaration they have SBA Economic Injury loans available until September 21, 1999
  • USDA Disaster Assistance includes loans to farmers from FSA for April 1 and continuing and SBA Economic Injury loans will be available under a separate incidence period soon, however applications can be made through above designation now


    • LAKE OF THE WOODS COUNTY: FEMA declaration #1283 (contiguous county) and USDA declaration made on 9/16/99

  • SBA loans for Economic Injury – application deadline: April 28,2000
  • USDA Disaster Assistance includes loans to farmers from FSA for April 1 and continuing and SBA Economic Injury loans will be available under a separate incidence period soon, however applications can be made through above designation now


    • MAHNOMEN COUNTY: USDA declaration made 9/16/99 (contiguous county)

  • USDA Disaster Assistance includes loans to farmers from FSA for April 1 and continuing and SBA Economic Injury for non-farm businesses (SBA will announce in coming weeks)


    • MARSHALL COUNTY: FEMA declaration #1288 and USDA declaration made on 9/16/99

  • FEMA Public Assistance to Local Units of Government
  • USDA Disaster Assistance includes loans to farmers from FSA for April 1 and continuing and SBA Economic Injury for non-farm businesses (SBA will announce in coming weeks)


    • MORRISON COUNTY: FEMA declaration #1283 (contiguous county)

  • SBA loans for Economic Injury – application deadline: April 28,2000


    • NORMAN COUNTY: USDA declaration made on 9/16/99 (contiguous county) note: county was denied public assistance from FEMA for declaration #1283

  • USDA Disaster Assistance includes loans to farmers from FSA for April 1 and continuing and SBA Economic Injury for non-farm businesses (SBA will announce in coming weeks)


    • PENNINGTON COUNTY: FEMA declaration # 1288 and USDA declaration made on 9/16/99

  • FEMA Public Assistance to Local Units of Government
  • USDA Disaster Assistance includes loans to farmers from FSA for April 1 and continuing and SBA Economic Injury for non-farm businesses (SBA will announce in coming weeks)
