Dear Friends,

Veterans Day is a day to thank and honor the brave men and women who have served our country in uniform. As of 2018, there are nearly 18 million veterans in the United States who have served in various wars to protect and defend our freedom. Thank you, veterans, for your commitment and service to the United States.

The Enbridge Line 3 Replacement Project is one step closer to construction. Minnesota’s Department of Natural Resources recently approved the remaining permits and licenses for the project and the Minnesota Pollution Control Agency also gave its approval on the 401 Water Quality Certification. The Line 3 replacement will have a significant economic impact for Western Minnesota, and I am happy to see the project moving forward.

Wednesday, November 11, was Veterans Day, a day to thank and honor all those who have served in the United States armed forces to protect and defend our democracy. I hope you were able to take a moment to acknowledge military veterans in your community for their dedication to protecting our national security and values. As a former National Guardsman, I know the risks and sacrifices our men and women in uniform make. Thank you for your service!

Line 3 Replacement Project Update

The Minnesota Department of Natural Resources (DNR) approved the remaining 8 of 10 permits and licenses for the Line 3 Replacement Project last week. This is a good sign that moves the project closer to construction. The proposal has met or exceeded all requirements of the DNR, and I am confident Enbridge will meet the requirements to secure the remaining state and federal approvals. In addition to the action by the DNR, the Minnesota Pollution Control Agency announced its approval of the 401 Water Quality Certification, which clears the way for a determination from the U.S. Army Corps of Engineers regarding federal permits. The Line 3 Replacement will add an additional $35 million in property tax revenue for rural communities in Northern Minnesota and create more than 6,500 jobs in the state over two-years. 

COVID-19 Updates & Resources

Governor Tim Walz has issued a new Executive Order, tightening restrictions on indoor and outdoor activities. Per the Executive Order, social gatherings in private homes are limited to 10 people (indoors or outdoors) and may involve no more than three households. For bars and restaurants, the total restaurant capacity will be capped at 150 people, including both inside and outside settings, and may not exceed 50% of the establishment’s total capacity. Dine-in service is closed between 10 p.m. to 4 a.m. Bar counter service for all establishments will be closed for seating and service and people must remain seated. Let’s all do our part to end this pandemic together.

There are four free COVID-19 Community Testing sites throughout the Seventh District offered by the Minnesota Department of Health.

There are several COVID-19 saliva testing sites across Minnesota offered by the Minnesota Department of Health. All sites will be closed Thursday, Nov. 26 and Friday, Nov. 27 for Thanksgiving and Thursday, Dec. 24 and Friday, Dec. 25 for Christmas. November 16–20, 2020 is American Education Week. The COVID-19 pandemic has changed what classrooms and learning look like. Thank you to everyone involved in our education systems for adapting and rising to the challenge during this difficult time.  

Hemp Growing in Minnesota



Online applications are now open for anyone wishing to grow or process hemp in Minnesota in 2021. Applications must be submitted by April 30, 2021, and a license is good for the 2021 calendar year.

EIP Deadline Reminder

As COVID-19 cases continue to rise, we must ensure all qualified individuals receive economic relief for hardships faced during the pandemic. The Internal Revenue Service (IRS) encourages non-filers to apply for an Economic Impact Payment (EIP). If you did not file a 2019 federal tax return, did not get an Economic Impact Payment, or did not register for an Economic Impact Payment already, you may qualify for an EIP.

Use the IRS Non-Filers Tool by November 21 to register for an EIP.  

MNsure & Medicare Open Enrollment

The open enrollment period for Medicare and MNsure is now open. During this time of uncertainty, make sure you and your family are covered. MNsure open enrollment is open until December 22, 2020. For more information and to enroll, visit MNsure.org.

The Medicare open enrollment period is open until December 7, 2020. Medicare beneficiaries can review their coverage choices during this time and compare coverage and plans. Go to Medicare.gov for more information.

This Week in History

This week in history, on November 19, 1855, the city of Hutchinson was founded. The Hutchinson family were singers and toured the United States, giving concerts of popular and patriotic songs from 1841 until the end of the Civil War. The family was originally from New Hampshire but heard about Minnesota from a friend. The Hutchinson brothers chose to settle on a hill overlooking what is now considered the Crow River. They later wrote thirteen articles of agreement for the town, setting aside land for schools, the Humanities Church, and even space for parks, making the park system in Hutchinson the second oldest in the nation.
